I have some new zenoah g290rc clutch pads I want to use on my spare cy26s engine so all I need to do is use zens washers and bolts to mount them is that correct or do I need to use the zens clutch plate as well. Mounting them in the cy housing

Just use the zen bolts and washers. The mount doesn't make a difference.
They do make a difference, I had a problem using CY gear on a Z mount. The Z mount sticks out 2mm further than the CY and just enough to get the our edge of the clutch shoes to drag on the bell, not much but would spin the tires at idle. Some may not experience this but it did it on both of my 5SC SS and 5B SS, both have TR setups.

The CY holder sits in 2mm deeper and now my clutch shoes don't drag and are more centered in the clutch bell.

You will only need the ZEN Bolts & Washers but I would for sure recommend the ZEN Clutch Housing or the TR Housing..
